TRANSFERRING A BARBER’S LICENSE BETWEEN STATES
Every year, tens of thousands of barbers see to practice in another state. Unfortunately, each State has different licensing requirements to become a barber and, consequently, barbers must determine what requirements are necessary to apply an existing license to the target state.
Following is reciprocity information for each state.

- Applicant shall be at least 16 years of age.
- Furnish one professionally posed picture, passport size, signed across the front for identification. Polaroid pictures and snap shots are not acceptable. The picture must be of the applicant only.
- Furnish proof of a tenth grade education. (copy of high school diploma; transcript or letter from high school showing completion of tenth grade; military discharge paper showing completion of 10th grade; or g.e.d. grades showing not less than a passing grade over-all or 39 with no individual grade lower than 31.)
- Copy of a current barber license in a state with which Arizona has a reciprocity agreement.
- Notarized proof of at least 1 year’s work experience as a barber. If you were self-employed, please fill out the “proof of work” form for yourself and include proof that you were self-employed (copy of barber shop license or tax records).
- Submit completed, notarized application and $175.00 fee per A.R.S. § 32-328 (money order or certified check only).

1. I am licensed in California and plan to apply to another state for licensure. How do I get a certificate of licensure and a copy of my school transcripts sent to that state?
Certifications can be ordered online through BreEZe or through the mail. Certifications submitted online through BreEZe generally take 2 to 4 weeks to be processed, mailed and received by the other state board. Certification requests submitted through the mail generally take 4 to 6 weeks to be processed, mailed and received by the other state board. The fee is $10.00 for each certification requested. The Board will send one certification of licensure to the state you indicate either on the form or online. All certifications indicate the following information: required hours needed to take the examination in California for the license you hold, whether the examination was taken or the license was issued through reciprocity, the license number, and the issue and expiration date of the license. Transcripts of your school hours will not be on file. You will need to obtain those from the school you attended.
2. How do I apply for licensure in California if I received my training in another state, but have not received a license?
If you’re training was completed in a different state and you have not received your license, the California Board will determine your eligibility. Out of State applicants cannot apply online.
The California Board of Barbering and Cosmetology requires the following school hours, depending on your license type. The Board does not accept Apprentice hours.
Cosmetologist = 1600 hours, Barber = 1500 hours, Esthetician = 600 hours, Electrologist = 600 hours, Manicurist = 400 hours.
A. Submit the Initial Exam Application along with the Out of State Applicant School Training Form B. Form B will need to be completed by the school you attended out of state. You will also need to sign and date the completed Form B. The Initial Exam Application and Form B need to be submitted to the Board at the same time, if possible.
B. The Board will review your Application and Form B to determine if you have enough hours to qualify for the exam or if you will need to complete additional school hours. The Board will send you a deficiency letter, if you need to complete additional hours. You may complete the additional hours in the state you are currently residing or at an approved California school.
C. A Proof of Training from the approved California school or a second Form B must be submitted to the California Board once the additional hours are completed.
D. After your application is approved, you will be scheduled to take the written and practical exam on the same day at one of our exam sites in Northern California (Fairfield) or Southern California (Glendale). The Board will schedule you for the exam at the location you selected on your application. You will receive an admission letter 2 to 6 weeks after your application has been approved, depending on the license type and the amount of pending applications at the Board. Your exam date will be between 25 to 40 days after you have received your admission letter.

3. I have an out of state license, do I qualify for reciprocity? What does reciprocity mean?
The Board will grant out of state licensees a California license through reciprocity without having to take the California written and practical exam, if they meet the following requirements.
(a) A completed “reciprocity” application form and all fees required by the California Board.
(b) Proof of a current license issued by another state to practice that meets all of the following requirements:

(3) It has been active for three of the last five years, during which time the applicant has not been subject to disciplinary action or a criminal conviction.
4. I qualify for reciprocity. How do I submit an application to receive a California license?
A. Contact the state board that issued your out of state license and request a certification of your licensure to be sent directly to the California Board. Florida Full, Facial, and Nail Specialist licenses do not qualify for Reciprocity.
B. Submit a reciprocity application to the Board. Click reciprocity application to download the application from our website or submit an application online by connecting to BreEZe. Applications submitted throughBreEZe are processed up to 3 weeks faster than applications submitted through the mail.
C. After your application has been received, the Board will verify your certification has been received and shows you have a current out of state license that meets the qualifying criteria, as stated above. If the certification has not been received, the board will send you a deficiency letter. After the certification is received, the application will be re-evaluated.
D. After your application is approved, PSI will send you a reciprocity approval packet, noting the various PSI locations throughout California. You will then go to the nearest PSI location where your photo will be taken and the license issued to you. Please call PSI at 1-800-733-9267 to confirm the hours and days the location nearest to you is open. You can only receive a California license by going to a PSI location in California. You will not need to make an appointment to obtain the license from PSI.
5. My out of state license has expired. Do I still qualify for reciprocity?
No, in order to qualify you must have a current license.
6. How do I submit proof of my out of state licensure to qualify for reciprocity?
The Board requires the state where you hold your license to submit a certification of your license to us. There is usually a fee associated with this. Please check with the state where you hold a current license. Florida Full, Facial, and Nail Specialist licenses do not qualify for Reciprocity.
7. If I hold two or more licenses issued in different states, will I qualify for reciprocity?
If one of the out of state licenses is current and you have held it for less than three years, you may qualify for reciprocity, if the same license type was issued by in an earlier year by another state board and is now expired. In this situation, you will need to order license certifications from both state boards to be sent to our office as verification.
8. What is Form B (Out of State Applicant School Training Record) for?
The Out of State Applicant School Training Form B will be completed by your school to certify your training hours, if you did not obtain a license in that state. Please attach a certified transcript from your school, if possible.
9. How do I apply for licensure in California if I am licensed in another state, but have not held that license for three years or more?
The California Board of Barbering and Cosmetology requires the following school hours depending on your license type. The Board does not accept Apprentice hours.
Cosmetologist = 1600 hours, Barber = 1500 hours, Esthetician = 600 hours, Electrologist = 600 hours, Manicurist = 400 hours.

For every 3 full months earned as a licensed person in your state, you will be granted 100 hours to be applied toward your training hours. Example: Your state requires 1400 hours; we require 1500 hours. If you worked in your state for 3 full months with that license; we will credit you with an additional 100 hours. 10. If I don’t have enough hours to qualify for the exam, can I use my experience as a licensed person in my current state?
Yes, attach a completed Affidavit of Experience Form C to your application. Every 3 full months you worked as a licensed person in your state is equal to 100 hours to be applied toward your training hours. Example: Your state requires 1400 hours; we require 1500 hours. You worked in your state for 3 months. We will credit you with an additional 100 hours. You can find Form C on our website by clicking Exam Application Optional Attachments.
11. Can I get a temporary license?
No; the Board does not issue temporary licenses.
12. How do I apply for licensure in California, if I am licensed in another country?

EXAMINATIONS
1. How do I obtain an application for the examination?
The applications for examination are located under the Forms/Publications tab on the Board’s web site. You can also call (800) 952-5210. The hearing impaired may call TDD (800) 326-2297 or TDD (916) 322-1700.
If this is the first time you are applying for the examination you will need to complete the Examination Application for your license type. If you are re-applying for the examination please fill out the Re-Examination Application. 2. What does the examination consist of?

3. I have been convicted of a crime; can I still apply to take the examination?
Individuals who have been convicted of a crime can still apply to take the examination. Please fill out the Disclosure Statement Regarding Criminal Pleas/Convictions form which can be found at https://www.barbercosmo.ca.gov/forms_pubs/forms/disc_crimpleas.pdf send in with your application or attach it to your online application. Include as much detail as you can. The board may request additional documents relating to your conviction if not enough information is included on the form, this will delay the processing of your application. These are reviewed and evaluated on a case-by-case basis. Some of the factors that are considered consist of the following.
- The length of time since the conviction
- The nature of the conviction
- Evidence of rehabilitation since the conviction
- Whether the crime (or act) is substantially related to the qualification, functions, or duties of the licensee.

4. How long does it take to be scheduled for an examination after sending the application in through the mail or submitting an application online?
Applications Submitted Online
Written only Re-Exams – You should receive the PSI handbook to schedule the written exam at a time or location of your choice within 3 weeks. The Board does not mail admission letters for the written exam.
Practical Exams both Initial and Re-Exam – You should receive an admission letter within 6 weeks. This is dependent on how many applications the board is receiving. You could get an admission letter in as little as two weeks, but it shouldn’t take longer than 6 weeks. Please note, once you receive your admission letter your exam date will be 25 to 30 days later.
Application submitted through the Mail processing times
Written Only Re-Exams- You should receive the PSI handbook to schedule the written exam at a time or location of your choice within 6 weeks.
Practical Exams both Initial and RE-Exam- You should receive an admission letter within 10 weeks. This is dependent on how many applications the board is receiving. Please note, once you receive your admission letter your exam date will be 25 to 30 days later.
Online applications are processed first and are generally processed 2 to 4 weeks faster than paper applications.
5. I am waiting for my examination date; can I work while I am waiting for my date?
No. You will be cited for unlicensed activity, subject to a $1,000 fine if you are working without a valid license.
6. I missed my examination date. Can I reschedule at no charge?
No. The Board does not reschedule examination dates. You will have to submit a Re-Examination Application with a new fee to be scheduled for a new date.
7. I failed one part of my examination. How many times can I take the examination in a year? Do I have to pay the whole fee again?
There is no limit on how many times you can retake a portion of the examination within that year. If you have not passed both portions within one year you will be required to complete both the written and practical sections again.
GENERAL
1. How can I change the address on my license?
You can change the address on your license online at the Online Licensing page and also request a duplicate of the license with the new address. Your address will be updated within 48 hours. If you requested a duplicate license it will be sent to you within 15-20 business days.
You can also change your address by printing and mailing the Change of Address form. The normal processing time is 4-6 weeks if submitted by mail. If you would like to update the address by email please send the request to barbercosmo@dca.ca.gov or by fax by sending the form to (916) 575-7281 or (916) 575-7282.
2. How can I change my name on my license?
A Request for Change of Name form will need to be filled out and returned with copies of your government issued ID with your new name and marriage certificate, naturalization documents or other legal documents that changed your name to the address on the top of the form. The documents can also be scanned and sent via email to barbercosmo@dca.ca.gov or faxed to (916) 575-7281 or (916) 575-7282. Please attach a cover letter if you are faxing the documents. Allow for 4-5 days to process this request.
If you would like a duplicate license with your new name, you will also have to submit a $10 fee with the form via mail. This fee can also be paid online at Online Licensing, if you have submitted your information by email or fax, once the name change has been completed.

Licensure based on out-of-state license
An applicant for licensure based on an out-of-state license may qualify for licensure provided the applicant holds a current barber license at the time of application in any other state, the District of Columbia, or in a commonwealth or territory of the United States and was issued such license on the basis of successful completion of a program of education and training in hairdressing and cosmetology and successfully completed an examination.
Documentation Requirements
A license verification form from all states in which the applicant is or has been licensed, current or expired, forwarded to this office from the appropriate authority in which the applicant is or has ever been licensed as a hairdresser/cosmetician. The license verification must document that the applicant was issued a license based on successful completion of a program of education and training and that the applicant was issued the license based on successful completion of an examination. Most jurisdictions charge a fee for verification. Be sure to contact the jurisdiction for fee information.

delaware Reciprocity
When to File Application
Complete this application if you hold a current license as a Cosmetologist, Master Barber, Barber, Aesthetician, Nail Technician or Electrologist in another state, U.S. territory or District of Columbia and wish to apply for the same type of license in Delaware.
- If you do not hold a current license in another state, U.S. territory or District of Columbia, you must apply by examination.
- If you previously held a Delaware Cosmetologist, Master Barber, Barber, Aesthetician, Nail Technician or Electrologist license that has been lapsed over one year, you must apply to reinstate that license.
Choosing Master Barber vs. Barber
The application asks you to choose Master Barber or Barber. In Delaware, a Master Barber is allowed to perform chemical processing but a Barber is not.
Selecting the Method of Application
The application asks whether you are applying by Method 1 or Method 2.
- Method 1 means that the licensure requirements for your current license were substantially the same as those of Delaware.
- Method 2 means that the licensure requirements for your current license were not substantially the same as Delaware’s requirements.
Both Methods require you to have passed a written and practical examination which was professionally developed and used on a national basis. Whether your application is Method 1 or 2 depends on whether any jurisdiction (that is, any state, U.S. territory or the District of Columbia) where you are currently licensed requires at least the classroom or apprenticeship hours that Delaware requires. Here are the hours that Delaware requires:
- Cosmetologist, Master Barber, or Barber – 1500 classroom/3000 apprenticeship hours
- Nail Technician – 300 classroom hours/600 apprenticeship hours
- Electrologist – 300 classroom hours/600 apprenticeship hours
- Aesthetician – 600 classroom hours/1200 apprenticeship hours
It is important to pick the correct Method so that you will submit the correct documents. Picking the wrong Method may delay your application. Use this table to decide between them.

Requirements for All Applicants
Read these instructions carefully. Failing to follow instructions will delay processing of your application. All auxiliary forms you may need are included with the application form.
- Submit completed, signed, and notarized Application for License by Reciprocity.
- Enclose the non-refundable processing fee by check or money order made payable to “State of Delaware.”
- Enclose a copy of all current licenses you hold in other places. At least one license must be current when the Board reviews your application.
- Arrange for the Board office to receive a license verification (also called letter of good standing) from each state, U.S. territory or District of Columbia where you now hold, or have ever held, a license.
- This requirement applies regardless of whether or not the license is current.
- The verification must be sent directly from the other jurisdiction to the Board office.
- You should use the Verification of Licensure for Reciprocity Applications form at the end of this application to request the verification. If you are applying for a Delaware Master Barber, the verification from the jurisdiction where you hold a current, equivalent license must reflect that you are allowed to do chemical processing.
- If you have never been issued a U.S. Social Security Number (SSN), submit a Request for Exemption from Social Security Number.
Additional Requirement for Method 2 Applicants
If you are applying by Method 2, you must submit proof that you have experience in the field in which you are applying for a Delaware license. The proof must show that you have a total of three years of experience in the five years immediately before you apply in Delaware. The three years don’t have to be consecutive. What kind of documents you submit depends on whether you gained the experience while employed or self-employed, as follows:
- For periods when you were employed, submit a notarized statement from a present or previous employer(s) in the jurisdiction where you are licensed. The statement(s) should give your employment dates and describe the work you did during that period.
- For periods when you were self-employed, submit tax forms.

BARBER INITIAL LICENSE FOR OUT-OF-STATE OR OUT-OF-COUNTRY APPLICANTS (ENDORSEMENT) (BAR 4)
A Florida barber license is required to perform all barbering services. If you hold a barber license in another state or country, you may be eligible for endorsement in Florida.

Please note you must provide verification of licensure from each state/country of licensure. One of the license(s) must be active when you submit your application for endorsement. Also, the active license must be from a reciprocal state or country. Out of country applications require board review. All documents must be translated in English.
All Instructor endorsement applications must go before the board for approval. The Instructor must have been issued a Georgia master level license in their profession before he/she can apply to endorse an instructor license.
Do I have to take an examination?
- All licensees must take an examination or be licensed in by endorsement/reciprocity. Those that are licensed by endorsement must produce documentation that examinations were administered.
How can I request that a certification/verification of my license be sent to another state?
- All requests for certification/verification of a license must be requested in writing. Such requests must include your name, license number, and the name and address of the state board in which you are requesting that the certification/verification be sent. Please submit your written request along with the $25.00 fee to the Board office at the following address:

hawaii Reciprocity
Q: Does Hawaii reciprocate licenses from other states or jurisdictions?
A: No, licensees from other states or jurisdictions must qualify and apply for a Hawaii barber licensure. The Hawaii Board has no reciprocal arrangements with any other board of barbering.
Q: Does Hawaii have a residency requirement for licensure as a barber?
A: No, you do not have to be a Hawaii resident, however, you must be a U.S. citizen, U.S. national, or alien authorized to work in the U.S. in order to be granted a barber license.
Q: Once I have submitted my application, how long does it normally take for the Board to issue an initial license?
A: Completed applications are reviewed and approved by the Licensing Branch, then ratified by the Board at its monthly meetings. Please refer to the schedule of meetings on this website for the dates. If your application is approved, you will receive your license card approximately 2-3 weeks after the meeting. Your wall certificate should be mailed to you approximately 4-6 weeks after the meeting.
Q: How long is my barber’s license valid, and how do I renew?
A: All barber licenses expire on December 31 of each odd- numbered year. Renewal forms are mailed to the address of record at least 11⁄2 months prior to the expiration date, so it is important to notify the Board immediately when you change your address so that forms and information can be mailed to you at the correct address.

Currently all barber licensing in Illinois falls under the Illinois Department of Financial & Professional Regulation in Springfield.
Illinois Barber License Requirements
- Barber – 1500 Hours
- Barber Instructor – Barber License + 1000 Hours
Illinois Barber License Renewal
Illinois barber, barber instructor and barber school licenses must be renewed every 2 years by July 31 of odd-numbered years during the month preceding its expiration date. At this time there are no continuing education hours required to renew a barber license in Illinois, however cosmetologists are required to get 14 hours of CEUs during each licensure period, and it is always recommended that licensees take continuing education to stay current int he industry.
Illinois Barber License Reciprocity or Transfer
Illinois offers barber licensure by endorsement. The applicant must be currently licensed as a barber in his or her home state. To seek licensure in Illinois by endorsement, you must file an application, provide certification of your licensure from your home state, documentation of the hours and exams completed in your home state, transcripts from the barber school you attended,verification of employment forms to show at least 3 years of lawful practice in your home state, and the appropriate fees.

indiana Reciprocity
Barber Application Instructions – By Reciprocity
- All applications must be complete and accurate upon receipt to be fully processed.
- All applications must be accompanied by the $40.00 application fee.
- Include a license certification from the state(s) or country you hold, or have held, a license in. (if
from a foreign country, must include an English translation of the documents). Online certification
is acceptable if it provides a field for possible disciplinary action.
- The state or country you hold a license in must require at least 1500 hours of education or one (1)
year of licensed practice is equal to one hundred (100) hours of education to an applicant who has completed a minimum of one thousand (1000) hours of education. The jurisdiction must also require at least 70% passing on the written and practical exams.
- If you have a conviction record, include a copy of the conviction record that indicates the disposition of the conviction. It should include the type and date of the conviction, time served, if applicable, and the disposition of any probation being served or successfully completed.
* If the applicant’s jurisdiction does not issue a license to practice barbering, the applicant may apply for a provisional barber license (see below).
** The number of hours reflects the applicant’s state’s minimum education requirement rather than theactual number of hours that were obtained. If the applicant completed extra hours above and beyond thestate’s minimum requirement, the extra hours would not apply.
*** If the applicant’s jurisdiction accepts apprenticeship hours as an option for licensure, the applicantshould submit documentation showing proof of completing the education requirement; this may include atranscript from the applicant’s beauty culture school, an official certification from the original jurisdiction that indicates the applicant received 1500 hours of barber education from a beauty culture school, or a letter from the jurisdiction indicating that the applicant received 1500 hours of barber education from a beauty culture school.
If an applicant comes from a jurisdiction that issues a barber license but does not meet Indiana’sminimum reciprocity requirements, they may transfer their hours from their original out-of-state school to a beauty culture school in Indiana. The applicant would need to graduate from the Indiana approved beauty culture school and then apply by examination. Beauty culture schools may accept hours from an out-of- state school, but are not required by the board to do so.

What are the requirements for licensure in another state?
You will need to contact the board in that state and find out the requirements. Our verification fee for verifying your license to another state is $20.00. A. Any person possessed of the following qualifications other than a barber who is covered by reciprocity as provided for in Subsection B of this Section upon payment of the fee provided in R.S. 37:375 and upon his application shall be examined by the board to determine his qualifications to receive a certificate of registration to practice barbering in Louisiana:
(1) Be at least eighteen years old.
(2) Be of good moral character and temperate habits.
(3) Have a diploma showing graduation from high school or have an equivalent education as determined by an examination conducted by the board.
(4) Proves to the board’s satisfaction by sworn affidavits or otherwise that he has practiced as a licensed barber in another state or country immediately prior to making application in this state.
B.(1) A person currently holding a license to engage in barbering issued to him by a proper authority of a state, territory, or possession of the United States of America or the District of Columbia and who in the opinion of the board otherwise meets the requirements of this Chapter upon application may be licensed without further examination if the person holds a certificate issued by a state, territory, or possession of the United States of America or the District of Columbia that has requirements for the certificate that are equivalent to or exceed the requirements of this state and that has similar reciprocal provisions for holders of certificates issued by this state.
(2) The applicant shall submit an application to the board on a form prescribed by the board.
(3) A current Louisiana certificate shall be issued to the applicant on compliance with this Subsection and the payment of the applicable certification fee as determined by the board.
(4) A certificate granted under this Subsection shall allow the holder to engage in the practice of barbering for compensation.

Out of State Master Barber or Apprentice Barber (Reciprocity) License Application Instructions
If you do not wish to submit your application online, you may download a copy of the application from the Board’s Applications and Forms page on its website.
- Review the Board’s Regulations
Before completing your application, please review the Board’s regulations, set forth at 232 Code of Massachusetts Regulations (CMR). You may purchase an official copy of 232 CMR in person at the State Bookstore located at the Massachusetts State House, Room 116, Boston, MA 02133, or you may order a copy online through the Secretary of State’s office. The Board also maintains an unofficial, courtesy copy of the regulations accessible through the Statutes and Regulations section of its website.
- Requirements to Apply
To apply for an Out of State Apprentice Barber (Reciprocity) license, an applicant must meet the following requirements:
- You must have a current Apprentice license from another state. (Not a license that says “Apprentice”. In most states the “Apprentice” means ability to work in a shop without formal schooling. You must show that you have at least 1000 hours of schooling and you have taken exams to obtain a license if the license says “Apprentice”).
- You must have worked fewer than two years in the state where you are licensed.
- Or have a license shows you were licensed as an Apprentice Barber (not signed up for apprenticeship under a barber instead of going to a licensed school. Some states have in-the-shop training; Massachusetts does not recognize this form of training.)
Please Note: If you are licensed as an Apprentice in Massachusetts, you will have to work eighteen (18) months under a Master Barber before you may take the Master Barber license exams.
To apply for an Out of State Apprentice Barber (Reciprocity) license, an applicant must meet the following requirements:
- You must have a current Master Barber License from another state.
- You must have worked as a Master Barber for two (2) or more years in the state where you are licensed.
Please Note: If you have not worked as a licensed barber for at least two (2) years, you must apply as an Apprentice Barber and work for eighteen (18) months under a Master Barber before you will be eligible to take the Master Barber exams.
- Submission of Supporting Documentation and Required Forms
The following documents must be uploaded during the online application process:
- A 2” x 2” passport-style photo.
- A copy of your driver’s license or other government-issued photo ID.
- A copy of your barber’s license.
- A notarized, signed Criminal Offender Record Information (CORI) Acknowledgement Form

The following document(s) must be mailed to the Board:
- Transcript(s): Official sealed transcript from your Barber School.
- Current License Verification: Certification of your current license. This form must be mailed directly from the state board where you are currently licensed to the Massachusetts board.
- Other License Verification(s): If you hold or have held another license or certification in the United States or another country or foreign jurisdiction, please contact the relevant licensing authority and arrange for that authority to send a certificate of standing to the Board directly indicating the status of your license, information on any pending actions, and any disciplinary information.

Applicants who hold a barber license in another state, jurisdiction, or country for 1 out of 3 years immediately preceding the date of application may become licensed as a barber if the requirements for licensure in the other state, jurisdiction, or country are substantially equivalent to the requirements in Michigan. However, a license may be denied or limited if the applicant has been disciplined or disciplinary action is pending in another state, jurisdiction or country.

Reciprocity: Transferring a barber license/registration from another State or Country
Reciprocity is the process of transferring a barber registration/license between states or countries. Applications for reciprocity to Minnesota are evaluated on a case by case basis. The Board will review the education and experience of the applicant as provided in the application to determine eligibility for a Minnesota Barber registration/license. If the applicant’s education and experience is determined to be substantially the same as the Minnesota requirements and the applicant has a current registration/license from another state or country that is in good standing, a registration/license may be issued. If these qualifications are not met, the applicant may be required to obtain additional training and/or take a Minnesota barber examination to become registered/licensed. See below for applications from another state or country requirements.
Applicant from another State requirements
To apply for a barber registration through reciprocity, complete the reciprocity application (click here for application) and submit all required documentation and fees with your application including:
- A copy of your current barber license/registration.
- Name, location, and contact information for the barber school attended.
- Transcript detailing the barber education.
- Contact the regulatory board where you are currently registered, certified, or licensed to request a letter of license verification from them sent directly to the Minnesota Board of Barber Examiners.
Moving to another State
If you are moving from Minnesota to another state, you should contact the state you are moving to for their requirements. The Board will send verification to the state upon receiving the request and payment of the verification request fee. The letter of verification will be sent directly to the state barber board you request on your form. Print out the verification request form here.

3. applicant must attach two color passport type photographs, which have been taken within the last two years.

5. the reciprocity fee is $100.00 for operators and instructors. please make payment payable to the board of cosmetology and barber examiners. 6. state law test – must be completed and returned to the board office with a passing grade of 75%.

Applications for an Ohio license to practice as a barber from an individual holding a valid license or registration to practice as a barber in another state, district, or country shall be processed in accordance with the provisions of this rule.
(A) An individual seeking reciprocity, as provided for in section 4709.08 of the Revised Code, shall submit an application, on forms developed by the board, along with the required application fee(s), certified proof of holding an active, equivalent license or registration issued by their state, district, or country of origin, and certified proof of their barber training.
(B) The board may grant licensure, without examination, to an applicant who meets the following criteria:
(1) Is at least eighteen years of age;
(2) Is of good moral character;
(3) Has completed not less than one thousand eight hundred hours of training from a licensed school of barbering. For purposes of this provision, a year of licensed experience may be substituted for one hundred hours of training, up to a maximum of five hundred hours in total; and
(4) The licensing jurisdiction of the applicant extends similar reciprocity opportunities to individuals licensed in Ohio.
(C) The board may, in its discretion, require an applicant to pass an examination prior to granting licensure.
(D) The board may, in its discretion, waive any of the requirements of this rule.

TDLR now accepts training or work experience obtained through an apprenticeship program. If your license from another state is active and you have met the required work experience, you may be eligible for a Texas Barber license. TRANSFER LICENSE TO WV
Transferring a license (also known as Reciprocity) to West Virginia is a detailed process that requires accurate and official documentation.If you hold a valid license to practice barbering, cosmetology, aesthetics, nail technology, or hair styling in another state, the following steps are required to transfer your license to West Virginia:
- Register for the WV State Law exam through the Board’s testing administrator, D.L. Roope Administrations. You may register for the exam online at www.dlroope.com. For any exam related questions, please contact D.L. Roope Administrations at (888) 375-2020.
- Contact the State Board that you were originally licensed and request a license certification be sent from the Board’s office to the West Virginia State Board of Barbers and Cosmetologists. Some states may take up to 4-6 weeks to process your request.
- After you have passed the WV State Law exam, complete the required information in the Reciprocity Packet. https://wvbbc.com/Portals/WVBBC/docs/Transfer%20License%20to%20West%20Virginia%20(Reciprocity%20Application).pdf. No applicant will be considered without proper documentation. Gather all required documents and attach with Reciprocity Packet.
- Submit Reciprocity Packet and required documents to the West Virginia State Board of Barbers and Cosmetologists. If your application is approved, the license will be issued and mailed.
*Please note that West Virginia does not require a licensed person to place their current state license on inactive status to become eligible for licensure. The Federal Government requires our office to have a copy of ‘Proof of Lawful Presence’ on file for every licensee. The following list is considered acceptable documentation for proof of lawful presence.
- A photo copy of a certified birth certificate (not a hospital document) issued in or by a city, county, state, or government entity within the United States or its outlying possessions.
- A photo copy of a U.S. certificated of birth abroad (FS-545, DS-135) or a report of birth abroad of a U.S. citizen (FS-240)
- A photo copy of a birth certificate or passport issued from: Puerto Rico, on or before January 13, 1941; Guam, on or after
April 10, 1898; U.S. Virgin Islands, on or after February 25, 1927; Northern Mariana Islands on after November 4, 1986;
American Samoa; Swain’s Island; or District of Columbia.
- A photo copy of a U.S. passport
- A photo copy of a certificate of naturalization
- A photo copy of a certificate of citizenship
- A photo copy of a U.S. citizen identification car
- A photo copy of an individual fee registration receipt (form G-711) that shows that the person has filed application for a new naturalization or citizenship paper (form N-565)
- A photo copy of any other document which establishes a U.S. place of birth or indicates U.S. citizenship.
